UNFINISHED BUSINESS – 4A

o MnDOT – SRTS: $1,000,000 (City was not selected for this grant)
o State GO Bond funds: $2,050,000
It did not score well for the Met Council Regional Solicitation safe routes to school
grant but the final determination has not yet been made and it could still be awarded.
We won’t know more until summer, likely June/July. As soon as the funding situation
is known, staff will bring this item to a City Council Work Session discussion.
The 2025 Parks Project (Arden Oaks Park & Freeway Park), was presented to
Council at the Work Session on 3/11/24 which included PTRC
motions/recommendations. On April 8, 2024 City Council approved professional
services with Bolton & Menk to begin community engagement and provide planning
level cost estimates with the end goal of determining the project scope to move
forward with into design. Staff does not have exact dates for everything at this time
but next steps are:
o April/May - Online Community surveys – Direct mailer was sent to the
adjacent neighborhoods with a QR code to take the survey. Posters were
installed at each park and at City Hall also with the QR code. The survey was
also shared on social media and the City website.
o May 28th - City Council Work Session – to present final online survey report,
review planning level cost estimates and determine final project scope.
o July/August – Concept design with updated cost estimates and host Open-
House event
o August/September – PTRC and City Council involvement and final cost
estimates
o Fall 2024 – lock in purchase of play structures
o Feb/March 2025 - Project bidding
o April 2025 – Award construction contract
o Summer/Fall 2025 - Construction
Staff will keep PTRC up-to-speed with the Community Outreach events as the dates
get nailed down. Thank you to the PTRC members that completed the online survey
and please also attend the Open-House event when that takes place in the near future
to provide their direct input.
The 2024 PMP Street Project is underway as of early May. This includes pond
dredging, some watermain and storm sewer upgrades, Mill and Overlays, Reclaim
and Overlays, spot curb replacement but also the addition of parking along the
shoulder of Royal Lane, just north of Floral Drive at the hardcourts for Floral Park.
The Contractor plans to be completed with the entire project by July. Below is an
image from the plan showing the added street parking, ADA improvements and
roadway pedestrian access that the Contractor will be installing and tying into our
new trails from last year’s park project.
Secondly, the project is installing storm sewer from the baseball field at Floral Park to
the storm sewer system that exists on Norma Ave. This storm sewer extension is to
help with drainage issues in the ball field. However, a number of EAB trees along the
trail there had to be removed for the storm sewer installation as well as disease
control. Input from PTRC on tree replacement due to the removal of these trees that
were impacted by EAB and the storm would be appreciated.
