There is an inherent trade off between mobility and access. The more access, <br /> I the less mobility and the more mobility the less access. Therefore a heirarchy of roadways was ~ <br /> developed to provide a system, of roadways that balanced the need for land access and mobility. At , - <br /> the one end of the range are local streets where the primary function is to provide local land access <br /> I and very little mobility. At the other end of the spectrum are freeways which have very limited ~ <br /> access but provide a high level of mobility. In between, are collector roadways and arterial - <br /> I- - roadways.
