Using the worst case scenario, up to 18 acres of wetland replacement could be
I required. Permits for wetland activities will be required form the Army Corps of Engineers, Local -
Government Units and Watershed Districts or Watershed Ma..'1agement Organizations. ADNR -
permit will be required if impacts to the DNR basins cannot be avoided. -
I -
HIGHWAY 96 RARE SPECIES DATA -
-.
I The DNR Natural Heritage Program database of rare, threatened and endangered species records ~
were checked for the TH 96 project area. Roughly 10 records of Blanding's turtles, listed as -
threatened in Minnesota, occur within one mile of the TH 96 alignment, This is the only species
I that was listed for this general area. .. .
-
~
I Blanding's turtles are inhabitants of calm shallow marshes that are in close proximity to sandy ~, --
uplands. The DNR's concerns will be in regards to the loss of their wetland habitat, sandy -
nesting areas, and road kill potential. The project corridor will need to be surveyed for turtle -
I habitat at the time an environmental document is completed or could be completed at the same '"'
time the wetland delineation is conducted.
~"
.- One plant community was also noted by the DNR as rare or of special concern. An alder swamp - -J
is noted within Section 19. More details will need to be collected on this area if it is located near -
-
the Highway 96 corridor.
I -..-i
In conversations with a biologist that has been recently conducting work in the North Oaks area, -
-
a special concern plant species has been known to also occur in this general area. The water-
I willow (Decodon verticillatus) typically occurs along lakeshores and wetlands. This species can '"'
also be surveyed for at the time of the wetland delineation.
I If these species are ,not found within the project corridor, there should be no further study ~_"I
required. However, if the records are close to the corridor or species are found there, close -
I coordination with the DNR will be needed to define the apprppriatemitigation measures for the ..-r- _:
proposed impacts to these species or their habitat. - .' -
~'. -
I ...
NOISE IMPACTS
:
. Noise can be defined simply as unwanted sound. Various factors affect how noise is perceived by the human __ I
ear. These factors include the acoustical level or loudness'ofthe sound, the frequency of the sound, the I
length ofthe exposure period, and the location of the receiver relative to the noise source, Because of the I
I wide range of energy in sounds, sound is measJ,!red us.ing a logarithmic unit called the decibel (dB). Noise ~.
levels are typically reported in "A" weighted decibels (dBA). The "A" means that sound pressure levels have I
Ie - been weighted to reflect the fact that the human ear is not as sensitive to low frequency sounds as it is to
middle and high frequencies. Sound levels expressed in "A" weighted decibels approach typical human ...
I 42 __ I
-
I
-_.,~--'.... '--Co ',;'t,~~,___
