The forecast 2015 traffic volumes on Highway 96 - <br /> , indicate the need for a minimum of two lanes in each direction even at the lowest volume J <br /> location, which is between Rice Street and McMenemy. The analysis of the forecasts <br /> volumes indicates that approximately 70 percent of the traffic in this segment, is traffic that - <br /> . either originates or is destined to one of the communities along the highway. The other 30 ~ <br /> percent are longer trips but are still consistent with the function of an "A" minor arterial. In <br /> addition, the current forecasts are based on a relatively low level of development on the J <br /> . TCAAP site, which means future volumes may be higher than forecast if the TCAAP site <br /> were to develop as commercial and residential land uses. <br /> - <br /> I . Provide turn-lanes or median design elements for all access. J <br /> - <br /> , Where left-turns are permitted, a separate lane for the left-turning vehicles should be J <br /> provided. <br /> - <br /> . Based on the above considerations, the 2-Lane Undivided and the 2-Lane With Two-Way Center J <br /> Left-turn Lane should be dismissed because they do not accommodate the projected traffic volumes. <br /> Between Rice Street and McMenemy there is only one access point and the 4-Lane Undivided - <br /> .- alternative is still a viable alternative for this segment. Throughout the rest of the corridor, access J <br /> is quite frequent and left-turn lanes will be needed. <br /> - <br /> - <br /> , Other Cross-Section Features :r <br /> Other features of the roadway cross-section to be determined are the need for and width of shoulders ~ <br /> , and whether the roadway should be a rural (drainage ditches) or urban (storm drain pipes) section. J <br /> Shoulders ..." J <br /> , The need for and benefit of shoulders was discussed in an earlier section. Some of the reasons for <br /> , and benefits of shoulders are: J <br /> they provide an emergency stopping area for disabled vehicles; - <br /> . they provide an escape area to avoid an accident; J <br /> - they provide an area for vehicles to slow and make turns out of the through lanes; <br /> - they provide for drier through lanes during heavy rains; <br /> , - they provide an area for maintenance operations and snow storage; and J <br /> - they provide an additional separation between traffic in the through lanes and obstructions <br /> or people adjacent to the highway.
