This Act was adopted by the State Legislature in 1995 and is intended to <br /> address housing and other developmental issues facing the metropolitan area. <br />I What Are the Issues Facin~ Arden Hills? <br /> Metropolitan communities have until November 15, 1995, to elect to panicipate in this program. <br /> While the Met Council has provided suggested goals, the City does' not necessarily have to adopt <br />I these goals at the time it ejects to panicipate. These negotiated goals must be adopted by January <br /> 15, 1996. <br /> ( <br />.- What Goals Has The Metropolitan Council Suggested? <br /> The draft agreement with the City suggests goals in a number of areas. The City currently oniy <br /> meets one of these goals. <br />, How does TCAAP Impact These Goals? <br /> Staff has tequested clarification from Met Council on the impact of TCAAP on these goals. The <br />I initialteaction from Met Council is that they will consider any suggestions the City may have. <br /> Staff is considering whether these goals should be exclusive to TC4.AP or City wide. /vir. <br />, Ringwald will present several ideas on this. at the Meeting. <br /> How Long is the City Committed to These Goals? <br />I The City would be committed for one year. After that year both panicipation and goals are open <br /> for discussion. <br />, Other Issues <br /> In order to qualify for many of the State funding programs, cities will be required to panicipate <br /> in this program. This issue does have a signiIlcant immediate impact on Arden Hills. <br />I The financial assistance which is being pursued for Cardiac Pacemakers (CPI) will be subject to <br /> our panicipation. Should the Council elect not to panicipate, CPI will lose approximately <br />I $250,000 in asbestos abatement funds. <br />,- <br />, <br />
