PURPOSE AND NEED FOR PROJECT <br />--- <br />- . <br />- Improvements to Trunk Highway 96 need to meet certain minimum functional design requirements, <br />- but they also need to take into account the broader community goals and objectives.'There are both <br />- local and regional planning and development,issues that must be considered relative to the design <br />- <br /> of the roadway. <br />- <br />-- ROLE IN THE REGIONAL TRANSPORTATION SYSTEM <br /> -,'- <br />-- One of the important considerations in the design of Highway 96 is it's role in the regional highway <br />. <br />- system. The Transportation Advisory Board of the Metropolitan Council undertook a study of the <br />-- minor arterial system in 1993. The basic conclusion of the study is that a portion of the minor <br />- arterial' system is of regional importance due to the function it serves either as relievers to the <br />-- principal arterials or as substitutes for the principal arterials that do not exist and will not be <br />-- implemented due to existing development or lack of financial resources. These roads have been <br /> labeled as "A" minor arterials. Four types of "A"'mior arterials have been defined. <br />-- <br />- . Relievers <br /> . Expanders <br />- <br /> . Connectors <br />-. . Augmentors <br />__ <br /> Highway 96 is designated as an expander in the "A" Minor Arterial System. Expanders are routes <br />- that provide a way to make connections between developing areas outside the 1-494, 1.694 interstate <br />- ring. These roadways are proposed to serve medium to long suburb,to-suburb trips. Improvements <br /> in these corridors should focus on preserving or obtaining right-of-way and providing needed <br />- capacity for through traffic. <br />- <br />- <br /> EXISTING ROADWAY DEFICIENCIES <br />- <br />- <br />- The 1989 Trunk Highway 96 Task Force Study Report evaluated the design characteristics ofTH <br />- 96 including design speed, sight distance restrictions, horizontal and vertical alignment, roadside <br />- elements and pedestrian safety features. In this study, the TH 96 corridor from I-35W to I-35E was <br />- divided into 7 segments: <br />- <br />- Segment I - I-35W to Round Lake Road <br /> Segment 2 - Round Lake Road to TH 10 <br />- Segment 3 - TH 10 to Hamline Avenue <br />- <br />- Segment 4 - Hamline Avenue to Chatsworth Street <br /> Segment 5 . Chatsworth Street to TH 49(Hodgson Road) <br />-- Segment 6 . TH 49 to Centerville Road <br />- Segment 7 - Centerville Road to I-35E <br />- <br />-. 4 <br />- <br />- <br />-. <br />~~'~~::::"."""'''~''''''--"-_. <br />
