Thank you for allowing Larkin, Hoffman, Daly & Lindgren, Ltd. to submit this proposal for <br /> representation of the City of Arden Hills at the state capitol during the upcoming legislative session, <br /> . which begins on January 16, 1995. We have a very strong government relations team with a <br /> demonstrated record of achievement in serving clients of the firm. 1 am enclosing biographies for the <br /> . individual members of our team who could be called upon, if necessary, to assist the City. <br /> We understand that the City wants to obtain a substantial commitment of state funds to assist with <br /> . planning and preliminary engineering relating to the Twin Cities Army Arsenal Plant. We already have <br /> established a substantial foundation for making this request for state assistance, both in terms of the City's <br /> planning efforts and specific contact with key legislative leaders and a key representative of the <br /> I governor's office. Thus far, the feedback has been positive and supportive. <br /> In addition to pursuing the desired level of state funding, we will want to continue to introduce you and <br /> . other representatives of the City to the leadership of the Minnesota legislature and state agencies, such as <br /> Trade and Economic Development, Natural Resources, Pollution Control Agency, etc. <br /> . We estimate our fees for representing the City at the capitol during the upcoming legislative session will <br /> be $35,000-$40,000. This engagement will cover the following services: drafting legislative language, as <br /> .- needed; contacting key legislators to solicit their commitment to the desired funding; representation of the <br /> City (along with representatives of the City) at any hearings or briefings, as required; monitoring of <br /> legislative hearings and sessions to ensure the City's request remains intact; and preparing a periodic <br /> . <br />
