Walsh, Parks and Recreation Director c5 <br /> SUBJECT: Trail Priority Segment for 1996 <br /> I Trail divided into se2:ments <br /> The 1996 Park Fund budget recommendation includes $40,000 for trail development. This <br /> I recommendation was intended to cover the development of a portion of the trail area that extends <br /> from Briarknoll Drive north to the Arden Hills City Hall. The anticipated trail along Highway 96 <br /> I would connect with this trail at some point in the future. Since this entire trail portion includes <br /> some difficult terrain, which would require the additional expenses of retaining walls and bridge <br /> construction, I have broken the trail down into three segments. My intent is to recommend one <br /> I segment to be developed each year until the entire trail has been completed. I have included a <br /> highlighted map defining the segments. <br /> .e 1996 Recommended Priority Seflment <br /> The proposed improvements include the trail easement area that abuts McClung's fourth addition <br /> of Colleen Court. Developing this area is a priority since the homes have not yet been built. <br /> I Whenever possible, it is better to develop trails before residents inhabit the area. The trail would <br /> be an 8 foot wide bituminous trail. The recommended trail construction would occur from <br /> Briarknoll Drive north to two locations along Colleen Avenue, and it would continue north <br /> . adjacent to the McClung development, finally connecting to the existing easement in the Arden <br /> Vista Court cul-de-sac, <br /> I The northern segment of this trail, which would ultimately connect with the Hwy 96 trail, is not <br /> staffs first priority at this time because oftwo problem areas. In the area north of Arden Vista <br /> I Court and south of Arden View Drive, our existing trail easement is part of an expansive <br /> wetland. At this time. the development of this area is cost prohibitive. This segment is also <br /> difficult because it narrows to a 10 foot easement north of Arden View Drive. The North <br /> I Townhouse Association has part of their sprinkler system within this 10 foot easement. Because <br /> of these difficulties, staff would recommend delaying this northern segment until alternative <br /> solutions can be worked out. <br /> I <br /> Cost Estimate <br /> I The cost for the proposed improvements are estimated between $39,000 and $42,000 depending <br /> on the cost to construct a t10ating trail or boardwalk segment within the McClung leg of the trail. <br /> .- If the bids received are higher than $40,000, staff would recommend developing the south leg <br /> I <br />
