Specifically, you have indicated that there are concerns regarding the <br /> I side slopes along the north side of County Road F from the end of the urban street section <br /> at Mounds View High School to the Inlerstate 35W bridge. <br /> I The side slopes on the north side of the roadway meet or exceed the minimum Minnesota <br /> Department of Transportation Municipal State Aid (MSA) design standards of four to one <br /> for rural roadway construction. The design standards require that there be a minimum of <br /> I eVil ,:r\GINEERING four feet of horizontal travel for everyone foot of vertical fall. As you are aware, there <br /> was a guardrail constructed on the south side of this roadway along approximately 600 feet <br /> E\VIRONMEN":J>.~ <br /> 1.,UNICIPAI of County Road F, as this requirement could not be met without substantial cutting of the <br /> roadway or filling within the side slopes. In addition, the roadway has been improved with <br /> PLANNING <br /> SOLlDWA$TE wider (six foot) paved shoulders and an additional two feet of gravel shoulder to provide <br /> I STRLCTURAL a total roadway width of forty feet versus the previous 34 to 36 foot width. We should also <br /> SURVEYING note that the plans have been approved by MnDOT through the MSA approval process. <br /> TRNflC <br /> I TRAi\,S?OR-ATICN The City may wish to install some form of safety device if it desires 10 increase the safety <br /> of the roadway even further. This may be accomplished by installing additional guard rail <br /> t~:CTRICAL/MW1AN:C.<\L at the unit price of $10.50 per linear foot. The City may also consider the installation of <br /> I t\GiNEER!NG reflective markers at fifty foot intervals along the roadway to simply make the curve more <br /> f-b'AC visible at night. It would be our recommendation to use the roadway as is until the final <br /> POWER DISTRI8UTiON pavement striping has been installed in the spring of 1996 as the roadway has been <br /> I SCADA designed and approved under MnDOT design standards. <br /> SYSTEM CONTROlS <br /> We anticipate this letter will adequately address the concerns you have brought forth <br /> I regarding this issue.
