We are close to the completion of the subject project, thus making the National Guard sewer and <br /> water customers of the City of Arden Hills. During the planning stages of this project we worked <br /> with your staff and your consulting engineer to provide the most efficient routing of the utilities from <br /> I the National Guard facility to the City. As part of this planning we were directed to oversize both <br /> utilities for future development of the City's service area. The oversizing was accomplished the <br /> following way: <br /> I . The sanitary sewer lift station wet well was lowered 11.5 feet and a section of8" main was <br /> .- stubbed out to the north. <br /> . The waterrnain size was increased from 10" DIP to 12" DIP. <br /> I Prior to the beginning of construction there was a meeting held during the early part of July of this <br /> year to discuss the City's financial participation in the project due to the oversizing of the utilities. <br /> I At that time the City agreed to help pay for the construction of the lift station. However, your <br /> consulting engineer required MelchertlBlock to provide calculations proving the facility needed only <br /> a 10" water service. I have tried several times unsuccessfully to obtain existing hydrant flow test from <br /> I the City to make the calculations. The facility was serviced with a 10" watermain prior to the <br /> conversion. There is no reason to believe a 12" watermain is needed to serve the same facility. <br /> Please find attached a letter addressed to you from the Owner dated July 3, 1995. <br /> . One final item, during construction the Contractor was directed to install tracer wire along the 4" <br /> forcemain by the City Inspector. This was done after the City Engineer reviewed and MelchertlBlock <br /> I made revisions to the contract documents that the City requested. Attached are the requested <br /> changes to the contract documents as prepared by MSA The tracer wire services only as a <br /> maintenance tool for the City to i~ the line and is not needed for a sewer service.
