<br />I <br />~ INTRODUCTION <br /> This feasibility study was prepared for the City of Arden Hills to address the 1996 Street and <br /> Utility Improvements Project, as authorized by City Council resolution adopted at the November <br /> 13, 1995, City Council meeting. The feasibility study addresses the reconstruction, bituminous <br />I overlayment, or routine maintenance (seal coating) of various streets within the City. The report <br /> is a preliminary investigation into two alternatives for the maintenance and reconstruction of <br /> various streets within Arden Hills, as outlined in the City's pavement management program. <br />I Those streets proposed for reconstruction, bituminous overlayment, or seal coat maintenance are <br /> presented below and shown on Exhibits I and 2. The report was modified with the addition of <br /> Eide Circle and Ridgewood Court based upon a preliminary presentation of the report at the <br />I December 11, 1995, City Council meeting. <br /> The streets were selected for analysis and consideration based upon a combination of issues. <br />I Those issues include the streets' Pavement Condition Index, cost of improvements, City funds <br /> available. and geographic proximity. Two alternates for overlayment/reconstruction have been <br /> prepared with Alternate No. 1 streets being the top priority and Alternate No.2 streets being <br />I considered as second priority improvements. Both alternates are presented below. Streets <br /> proposed to be seal coated are the same under both alternates. Based upon the revised street <br /> improvements planning process, streets will be selected for improvements from the lists presented <br />I following an informational gathering process in January.
