<br />I <br />~ Alternate No.1 Streets <br /> Alternate No. I consists of upgrading streets within Zone 1 of the City's pavement management <br /> program, as well as all necessary seal coating. Zone 1 includes the area generally northeast of <br /> Highway 10 and west of Lexington A venue. The proposed work involves the reconstruction of <br /> Colleen Avenue, Colleen Circle, Fernwood Avenue, and James Avenue; and the bituminous <br />, overlayment of various surrounding streets as shown in Exhibit 1. <br />I Colleen Avenue runs from McClung Drive to Hamline Avenue, while Colleen Circle and James <br /> Avenue both branch off of Colleen Avenue. Colleen Avenue and Colleen Circle have PCI ratings <br /> of 58 and 59 respectively, indicating that bituminous overlay is no longer a cost-effective option <br />I for rehabilitation. The streets consist of bituminous surface in fair condition, with extensive areas <br /> of light and moderate severity cracking. Colleen Avenue is 2,400 feet long and 33 feet wide. <br /> Colleen Circle is 205 feet long and 33 feet wide with an 88-foot diameter cul-de-sac. Both streets <br />I have existing D418 surmountable concrete curb and gutter. <br /> James Avenue has a PCI of 37, indicating structural failure. The street has extensive alligator <br />I cracking and patch areas. It is 625 feet long and 30 feet wide. It has D418 surmountable curb <br /> and gutter from Colleen Avenue to 137 feet south of Colleen Avenue and a bituminous berm <br /> through the remainder of the segment. An existing storm sewer system collects runoff near Indian <br />, Oaks Court and directs it to the wetland/pond located east of James Avenue. <br /> Eide Circle is a cul-de-sac that branches off to the west of Hamline Avenue. It has a PCI of 14, <br />Ie ranking it as the worst street in the City of Arden Hills. The pavement is in very poor condition <br /> with large areas of alligator cTacking, patching, and settling. These types of stresses indicate <br />, structural failure. A bituminous berm guides some stormwater runoff east to the Hamline Avenue <br /> storm sewer and some west to a catch basin at the west end of the cul-de-sac, which drains into <br /> the wetland north of Eide Circle. <br />I It is proposed to reconstruct all of the streets (with the exception of Fernwood Avenue) to the City <br /> of Arden Hills standard street width of 32 feet, as measured from curbface to curbface. Existing <br />, bituminous and surmountable curb would be replaced with B618 concrete curb and gutter. Where <br /> necessary, the streets would be subcut and select granular borrow and draintile would be installed, <br /> as required by subsurface soil conditions. The storm sewer and other utilities would be upgraded <br />I as needed, based upon Public Works input and information obtained from the follow-up report. <br />I The costs associated with Alternate No. 1 are included in the Project Costs portion of this report. <br /> Alternate No.2 Streets <br />I Alternate No.2 focuses on improving streets near the intersection of Snelling Avenue and County <br /> Road E, in addition to the proposed seal coating and the reconstruction of Fernwood Avenue. <br />I This intersection is located near the borders of Zones 3, 4, and 5 of the City's pavement <br /> management program. The streets to be reconstructed are Oak Avenue, Pascal Avenue, and a <br />t' portion of McCracken Lane. At the same time, several nearby streets would receive bituminous <br /> oveTlay improvements.
