FROM: Brian Fritsinger, City Administrator <br /> SUBJECT: Water/Sewer Connection Fees at National Guard <br /> I Request <br /> The National Guard has requested reimbursement of $14,745.20 for the City of Arden Hills share of the <br /> I water and sewer connection at the National Guard site. In addition, the engineer for the National Guard <br /> (MeIchertlBlock Associates) has requested an additional $5,384.42 for other costs associated with the <br /> . project. <br /> Backeround <br /> I The Minnesota Army National Guard originally approached the City in 1994 about a potential connection <br /> to municipal water and sewer. A formal request was received by the City in January of 1995. <br /> . .In June of 1995, the City Council agreed to participate in this project to an amount between $16,875 and <br /> . $19,875. The exact level of participation was to be determined based on the over sizing of the public <br /> sanitary sewer lift station and whether or not a ten or twelve inch water main was necessary. <br /> . MeIchertlBlock has throughout the project stated, in their opinion, that a ten inch water main is adequate <br /> to supply their facility. The City Engineer required MeIchertlBlock to provide calculations proving the <br /> I facility only needed a ten inch water service. In addition to the City Engineer attempting to obtain this <br /> information, staff had requested the computations to support MeIchertlBlock's claims in a letter dated <br /> I July 25, 1995. To date no information has been provided to the City and staff has not received any other <br /> information which would support MeIchertlBlock's claims. <br /> I The City Engineer has reviewed this request and as detailed in the correspondence attached has <br /> recommended that the National Guard be reimbursed a total of$15,479.62. The additional $734.42 is a <br /> result of the City requesting a tracer wire along the PVC force main. <br /> I Recommendation <br /> Staff recommends the City Council authorize payment to the Minnesota National Guard in the amount of <br /> I $15,479.62 for the City of Arden Hills share of the water and sewer connection project. Staff would also <br /> recommend the Council authorize staff to reimburse the National Guard for the remainder of the payment <br /> request upon receipt of the appropriate documentation and approval by the City Engineer. <br /> I <br /> II <br /> I <br />
