<br />. <br /> <br />. <br /> <br />. <br /> <br />City Council Work Session Meeting <br />February 21,2006 <br /> <br />4 <br /> <br />PTRC Committee Member Bill Henry suggested that pursuing funding for parks- and trail- <br />related proj ects would a joint effort between City staff and PTRC members. <br /> <br />PTRC Committee Member Cindy Wheeler presented members of the City Council with grant <br />information through the State ofMilU1esota for park- and trail-related improvements. <br /> <br />Councilmember Grant suggested that the City Council should discuss the role of the PTRC <br />Committee in regards to pursuing funding sources for the parks system, <br /> <br />Mayor Aplikowski said that it is important for the City Council to adopt a vision for the PTRC to <br />pursue in the future. <br /> <br />Councilmember Larson commended the PTRC for their presentation, He concurs with <br />Couneilmember Grant that the project list is well thought out, but the City's park dedication fees <br />are drying up. The City may have to explore the possibility of using general fund dollars or <br />possibly bond for future park improvement projects, <br /> <br />Councilmember Holden said that the community needs to buy-in to the proposed improvement <br />projects and community events, It is difficult to have community buy-in when city staff is asked <br />to organize these events on an annual basis. She asked why the PTRC is recommending the <br />leasing of portable warming houses. <br /> <br />PTRC Committee Member Bill Henry noted that portable warming houses are less expensive <br />and would not have to be constructed on-site, <br /> <br />Councilmember Holden stated the City needs to manage the buildings more effectively and <br />utilize them for summer programs, <br /> <br />Mayor Aplikowski said that the public may be more receptive to the vision plan if the City <br />Council accepts it. <br /> <br />Councilmember Grant recommended that City staff and PTRC members work together on <br />applying for park improvement grants, <br /> <br />Mayor Aplikowski suggested that City Councilmember's review the PTRC vision plan at the <br />upcoming retreat. <br /> <br />City Couneilmember's accepted the PTRC vision plan and agreed to discuss the proposal the <br />retreat and at future meetings. <br /> <br />Old Citv HaIIlPublie Works Site Appraisal <br />Community Development Director Karen Barton provided the City Council with an overview of <br />the appraisal process for the old City Hall/Public Works site. The appraisal was prepared by <br />BRKW Appraisal, rnc, on the following scenarios: <br />. 6,82 acres (297,079) as vacant; <br />
