Parking <br />The Applicant is proposing to utilize the existing parking within the PUD. Through the PUD <br />approval in 2017, the Subject Property was granted flexibility to allow the parking area to <br />encroach within the five-foot setback from the side property line and for the number of required <br />off-street parking spaces. Based on the uses in 2017, the properties required 618 parking stalls <br />and were approved for installation of 591 parking stalls. The requirements for off-street parking <br />for the proposed uses would be: <br />• Churches and other Places of Assembly to provide one (1) parking space for every three <br />(3) seats, based on design capacity. <br />• Schools, Elementary and Middle School to provide one (1) parking space for each staff <br />member plus three (3) per classroom. <br />• Schools, Secondary to provide one (1) for each school employee plus one (1) space per <br />four (4) students. <br />For the concept review, the Applicant has not provided the level of detail needed for staff to <br />calculate the off-street parking requirements for the School or the cumulative of all of the land <br />uses within the four buildings to verify the capacity of shared parking under the PUD. <br />Concept Review <br />With the intent of this application only to seek initial feedback from the City Council on the <br />proposed concept, the Applicant has not finalized all of the details in their development planning. <br />The Applicant would be required to submit all of the requirements as referenced in the ordinance <br />as part of a future land use application. Based on an initial review, staff believes the proposal <br />would require the following land use requests: <br />• Zoning Code Amendment to allow Schools and House of Worship in the I-1 Zoning <br />District <br />• Conditional Use Permit for House of Worship <br />• Conditional Use Permit for School, General Education <br />• Site Plan Review <br />• Planned Unit Development Amendment <br />Budget Impact <br />N/A <br />Attachments <br />A.
