HILLS <br /> MEMORANDUM <br /> DATE: February 8, 2008 <br /> TO: Financial Planning and Analysis Committee <br /> FROM: Sue Iverson, Finance Director <br /> Kristine Giga, City Civil Engineer <br /> SUBJECT: Assessment Policy Discussions <br /> BACKGROUND: <br /> The City's Assessment Policy was revised in 2004 by a resident task force with staff and City <br /> Council liaisons. Since the adoption of this policy, we have completed several street <br /> 411) improvement projects. When applying the policy to these projects,we found some areas of the <br /> policy that staff feels need clarification or additional information. Prior to bringing proposed <br /> changes to the City Council, we would like the Financial Planning and Analysis Committee to <br /> review some of our questions. <br /> At the January 8, 2008 Financial Planning and Analysis Committee meeting, Kris Giga presented <br /> and discussed these issues with the committee. The consensus was that we summarized the <br /> issues discussed and gather information requested by the committee for further review at a future <br /> meeting. <br /> DISCUSSION: <br /> Attached is the summary list of issues from the January 8, 2008 meeting. Discussion will focus <br /> on this list for recommendations to staff and Council. Staff has also attached some articles from <br /> the StarTribune that give some insight to what other cities are doing. <br /> Please bring your copy of the Assessment Policy from your last packet for reference. <br /> RECOMMENDED ACTION: <br /> Provide feedback and discussion on the summary list of items regarding the City's assessment <br /> policy. <br /> • <br />
