Motion to Approve Resolution 06-40: Supportin!! the Pnrchase of the TCAAP Propertv Mayor Aplikowski introdueed Item 7A. Motion to Approve Resolution 06-40: Supporting the Purchase of the TCAAP Property and opened the floor for questions. Councilmember Holden asked if the purchase price of $45 million was a lump sum amount or based on a price per square foot. Community Development Director Karen Barton responded that the price was a lump sum agreement, but there may need to be modifications depending on the outeome of the final survey. Councilmember Holden asked if the Wildlife Corridor is also included in the purchase price. Ms. Barton indicated that it was, but there is no value assigned to that portion of the property for purposes of calculating the land sale price. Councilmember Holden asked what will happen in the future with groundwater remediation. Community Development Direetor Barton replied that the Army will continue to be responsible for that function for many years, until it is deemed complete. The pump houses need to somehow be incorporated into the redevelopment. Councilmember Holden asked for c1arifieation that the Developer understands that the City has no financial obligations in terms ofthis land sale. Ms. Barton responded that is correct. Councilmember Holden then asked what the process will be as we go forward. Ms. Barton responded that first we need to negotiate an Offer to Purchase with the GSA. Then we will need to negotiate a new Interim Development Agreement with the developer. Work will need to continue on the Response Action Agreement, FOSET, and Covenant Deferral processes. We will also need to negotiate a master development agreement. City Administrator Michelle Wolfe said that Phase N Planning will need to get underway in order to start addressing more specific details regarding the redevelopment plans as conceptualized in the Framework Vision. Councilmember Grant stated that the Council will want to have more input up front rather then just getting a proposed plan at the end of a lengthy process.
