NEW BUSINESS <br /> <br />A. Motion to Approve Resolution 06-40: Supportin!! the Pnrchase of the TCAAP Propertv <br /> <br />Mayor Aplikowski introdueed Item 7A. Motion to Approve Resolution 06-40: Supporting the <br />Purchase of the TCAAP Property and opened the floor for questions. <br /> <br />Councilmember Holden asked if the purchase price of $45 million was a lump sum amount or <br />based on a price per square foot. <br /> <br />Community Development Director Karen Barton responded that the price was a lump sum <br />agreement, but there may need to be modifications depending on the outeome of the final survey. <br /> <br />Councilmember Holden asked if the Wildlife Corridor is also included in the purchase price. <br /> <br />Ms. Barton indicated that it was, but there is no value assigned to that portion of the property for <br />purposes of calculating the land sale price. <br /> <br />Councilmember Holden asked what will happen in the future with groundwater remediation. <br /> <br />Community Development Direetor Barton replied that the Army will continue to be responsible <br />for that function for many years, until it is deemed complete. The pump houses need to somehow <br />be incorporated into the redevelopment. <br /> <br />Councilmember Holden asked for c1arifieation that the Developer understands that the City has no <br />financial obligations in terms ofthis land sale. <br /> <br />Ms. Barton responded that is correct. <br /> <br />Councilmember Holden then asked what the process will be as we go forward. <br /> <br />Ms. Barton responded that first we need to negotiate an Offer to Purchase with the GSA. Then we <br />will need to negotiate a new Interim Development Agreement with the developer. Work will need <br />to continue on the Response Action Agreement, FOSET, and Covenant Deferral processes. We <br />will also need to negotiate a master development agreement. <br /> <br />City Administrator Michelle Wolfe said that Phase N Planning will need to get underway in order <br />to start addressing more specific details regarding the redevelopment plans as conceptualized in <br />the Framework Vision. <br /> <br />Councilmember Grant stated that the Council will want to have more input up front rather then <br />just getting a proposed plan at the end of a lengthy process. <br />
