1. The presentation of suspicious documents; <br /> • 2. The presentation of suspicious personal identifying information, such as a suspicious address <br /> change; <br /> 3. The unusual use of, or other suspicious activity related to, a covered account; and, <br /> 4. Notice from customers, victims of identity theft, law enforcement authorities, or other persons <br /> regarding possible identity theft in connection with covered accounts. <br /> Red Flags that the City will consider are included in Section VII of this Identity Theft Prevention <br /> Program. This list will be updated with new Red Flags as they are detected by the City over time. <br /> III. Detecting Red Flags <br /> The City will incorporate procedures for the detection of Red Flags in connection with the opening of <br /> new accounts by: <br /> 1. Obtaining identifying information of a person prior to opening an account. <br /> 2. Such identifying information may include, among others, the use of the customer's name and <br /> address <br /> 1. The City will continue to detect Red Flags for existing accounts by monitoring transactions for <br /> suspicious activity. <br /> • <br /> IV. Responding to Red Flags <br /> The City will document an appropriate response to each Red Flag the City has detected, commensurate <br /> with the degree of risk posed. In determining an appropriate response, the City will consider factors <br /> that may heighten the risk of identity theft. Those factors include unauthorized access to a customer's <br /> account records or notification that a customer has provided information to someone fraudulently or to <br /> a fraudulent website. Appropriate responses may include the following: <br /> 1. Monitoring a covered account for evidence of identity theft; <br /> 2. Contacting the customer; <br /> 3. Changing any passwords, security codes, or other security devices that permit access to a <br /> covered account; <br /> 4. Reopening a covered account with a new account number; <br /> 5. Not opening a new covered account; <br /> 6. Closing an existing covered account; <br /> 7. Not attempting to collect on a covered account or not selling a covered account to a debt <br /> collector; <br /> 8. Notifying the Attorney General of the State of Minnesota; or, <br />
