He said an 18 ft. width compacted to <br />2-1/2 inches of very hign grade asphalt would cost each abutting property owber <br />$1.00. It developed that no written proposal from the contractor was available <br />at the meeting. Milner Carley reported that he went OVer the streets in Arden <br />Hills Nos. 1 and 2 Additions and suggested that we consider a compacted 2" <br />blacktop to be sealed immediately, that we should also consider drainage as <br />there are many places where it is not what it should be, also that we need <br />drai~ge easements, also that there are many high level private driveways that <br />should be lowered; on an assessment basis Carley thinks it is too late to <br />undertake a project of this type, and that blacktop placed On a moist surface <br />in lower than 6.50 temperatures w;uld be money thrown away; he also expressed the <br />opinion t~at with the exception of one or two streets that we would be better <br />off to correct drainage oonditions this fall, placing gravel where it obould be <br />placed, and get them ready for a program next spring rather than this fall, that <br />by doing blacktop work this fall we would be spending money where it positively <br />will not hold up, and that fi'om long experience in t.b.is vicinity you. oannot <br />bank: on weather that would justi fy blacktopping now and tha t he would rat her <br />see the streets break up with a gravel job than with blacktop. <br /> <br />In this oonnection the mayor read a letter dated August 2ith from Mr. <br />Crampton of the County Surveyor's office, ana also excerpts from Carley!s two <br />letters cfSept. 4th. <br /> <br />. <br /> <br />(At this point, 9:0.5 P.1,., Trustee liCClung arrived at the meeting.) <br /> <br />Gerald Bu.etow of Arden Hills No. 2 Addi tion offered a motion, which <br />being from a non-council member was out of order and was not seconded, that the <br />villace council set up a procedure for a hearing for blaoktopping streets in <br />Arden Hills Additions 1, 2 and 3. but no action was taken thereon. <br /> <br />A petition signed by P. L. Pheilstioker and others for blaoktopping <br />a stretch of their street in Arden Hills No.2 Addition was submitted to the <br />council but no action was taken thereon at this meeting. <br />
