The Department is currently overseen by a Board of Directors, the Board ("Board") consists of <br />City representatives (one (1) Arden Hills rep, one (1) North Oaks rep, and two (2) Shoreview <br />reps) and three (3) member from the Department. The Board is responsible for an array of duties, <br />such as, reviewing policies, approving long range plans and approving operating and capital <br />budgets. In 2021, the Cities of Arden Hills, North Oaks, and Shoreview entered into a Joint <br />Powers Agreement (JPA) for the purposes of acquiring and constructing improvements on <br />property that was to be identified for the new Headquarters. The Applicant purchased the Subject <br />Property in 2021 due to the location being ideal to improve access for emergency vehicles and <br />improve response times to the service area. As part of the land use application, the Applicant has <br />included a letter of support from the Board for advancement of this project to meet the service <br />needs of the public. It is agreed upon as part of the JPA that the Applicant will transfer <br />ownership of the Subject Property to the Lake Johanna Fire Department Headquarters JPA. <br />Approvals <br />1. Planned Unit Development <br />A Planned Unit Development (PUD) is required for all new development and redevelopment in <br />the B-2 Zoning District. In addition, a PUD would allow for performance standard flexibility. <br />This proposal involves both the initial Master Plan PUD and the Final PUD. <br />Architectural Plan <br />2. Conditional Use Permit <br />In the B-2 Zoning District, a Conditional Use Permit (CUP) is required for Public Use. The Cities <br />of Arden Hills, North Oaks, and Shoreview contract with the Lake Johanna Fire Department to <br />provide emergency response services for Fire and EMS calls to the public. The City refers to the <br />Lake Johanna Fire Department in the 2040 Comprehensive Plan under Chapter 13, Public <br />Facilities, Services, and Infrastructure. A conditional use is allowed if the landowner meets the <br />general and specific standards set forth in the zoning ordinance. City Code Section 1355.04 Subd. <br />3 of the Arden Hills Zoning Code lists the criteria for evaluating a Conditional Use Permit. The <br />City Council should consider the effect of the proposed use upon the health, safety, convenience <br />and general welfare of the owners and occupants of the surrounding land and the community, in <br />general, including but not limited to the following factors: <br />1. Existing and anticipated traffic and parking conditions; <br />The Applicant has provided as part of their submission a site plan of adjacent roads to <br />identify fire response vehicle travel patterns will be north on Pine Tree Drive to the <br />nearby controlled intersections.
