PUBLIC HEARING -10B <br />lt <br />�-REN�HILLS <br />MEMORANDUM <br />DATE: July 22, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Jessica Jagoe, Community Development Director <br />SUBJECT: Planning Case #24-014 — Public Hearing Required <br />Applicant: Rose Kukwa <br />Property Location: 3776 Connelly Avenue <br />Request: Zoning Code Amendment, Master Planned Unit Development, Final <br />Planned Unit Development, Conditional Use Permit and Site Plan <br />Review <br />Council Should Consider the Following: <br />Hold the required public hearing for Planning Case 24-014, an application from Rose Kukwa ("The <br />Applicant") for a Zoning Code Amendment, Master Planned Unit Development, Final Planned <br />Unit Development, Conditional Use Permit, and Site Plan Review to redevelop the existing <br />approximately 11,000 square foot commercial building as an event center and restaurant on the <br />property at 3776 Connelly Avenue ("Subject Property"). The proposal includes a request to allow <br />the use of an Event Center in the B-2 General Business Zoning District, to serve alcohol and food <br />through a State licensed caterer of liquor and food, and for renovations to the exterior of the <br />building. The City Council will be asked to make a formal decision regarding the application under <br />Agenda Item 11B. <br />Background <br />1.Overview of Request <br />The Applicant has submitted a land use application for a Zoning Code Amendment, Master <br />Planned Unit Development, Final Planned Unit Development, Conditional Use Permit, and Site <br />Plan Review to redevelop the existing approximately 11,000 square foot commercial building on <br />the property at 3776 Connelly Avenue. The Subject Property is currently owned by Standout <br />Properties, LLC and the building is occupied by the Northern Lights Bingo Hall and Bright Side <br />Cafe. The Applicant is proposing to renovate the existing building and resurface the parking lot. <br />The Applicant is proposing a phased development with the event center established in Phase I and <br />restaurant and adult day care uses to be established in Phase II and Phase III, respectively.
