Page 3 <br />As a conservative estimate, the proposed development is expected to generate less than 400 trips in one day <br />(including the weekday, Adult Day Program activity), which would likely be on a weekend, with an evening event <br />at maximum capacity. <br />TRIP DISTRIBUTION <br />As part of this preliminary study, traffic counts were not collected at the study intersections/driveways. Based on <br />MnDOT historic daily traffic data collected in 2022, there are approximately 6,800 daily trips on County Road E <br />west of Highway 51 and approximately 13,300 daily trips east of County Road E east of Highway 51. This existing <br />distribution of traffic was used to approximate the number of trips entering and exiting the single driveway. It is <br />understood that traffic would likely enter from Snelling Ave interchange from the south, but for this preliminary <br />review it is assumed that all traffic will enter/exit on County Road E. <br />The following assumptions were made regarding the trip distribution activity to demonstrate a "worst -case" <br />scenario: <br />• 40% of traffic comes/goes from the west along County Road E <br />o All traffic will enter and exit using signalized intersection at Connelly Ave <br />• 60% of traffic comes/goes from the east along County Road E <br />o All traffic will enter and exit enter signalized intersection at Connelly Ave <br />Based on the above trip distribution assumptions, the following PM peak hour trips are expected to be generated <br />by the new development: <br />• Site Driveway on Connelly Ave: <br />o Peak Hour Entering (1 hour before event) <br />■ Northbound Left: 130 vehicles (100% x 130 trips) <br />o Peak Hour Exiting (after event) <br />■ Southbound Right: 62 vehicles (100% x 62) <br />• County Road Eat Connelly Ave (Signal): <br />o Peak Hour Entering (1 hour before event) <br />■ Eastbound Left: 50 vehicles (40% x 130 trips) <br />■ Westbound Right: 80 vehicles (50% x 130 trips) <br />o Peak Hour Exiting (after event) <br />■ Southbound Right: 25 vehicles (40% x 62) <br />• Southbound Left: 37 vehicles (60% x 62) <br />CONCLUSION <br />Based on the results of this preliminary traffic study for the proposed Event Center development at 3776 Connelly <br />Ave, the anticipated traffic generated is not expected to impact the operations or safety of Connelly Avenue nor its <br />intersections with County Road E. It is expected that the peak hours of events may conflict for a short amount of <br />time with other adjacent businesses, but it is recommended to monitor the activity to understand if any <br />recommendations or control should be implemented. <br />It is expected that the signal at County Road E and Connelly Ave will be able to accommodate the additional <br />entering traffic for maximum capacity events.
