Quarterly Special Assessments for Delinquent Utilities
Finance Director Yang stated water customers whose accounts are 90 days past due were
informed that the City intends to certify delinquent charges to Ramsey County to be collected
with property taxes. These customers have the right to a hearing in front of the City Council to
discuss this matter prior to certification.
Mayor Grant asked if the Council supported collecting the special assessments two times a year
instead of quarterly.
Councilmember Holden indicated the City moved to four times a year because of the housing
crisis and the fact that the City was missing out on a lot of utility payments. She suggested staff
weigh in on this.
Mayor Grant explained he could support keeping the same process in place.
