Including Public Uses Planning Commission. <br />K. Parking Capacity to be Maintained. <br />1. Surfacing and striping of parking lots shall be maintained in a manner that will <br />assure that the designated parking capacity is met. <br />2. Snow storage areas shall be provided so that the number of parking spaces is not <br />reduced below the minimum required. The City may initiate proceedings to require that <br />snow be hauled off the site if parking and circulation problems related to inadequate snow - <br />removal occur. <br />3. Required parking, loading or maneuvering space shall not be used for the sales, <br />storage, display or leasing of vehicles, boats or products, except for temporary use by <br />special permit. <br />L. Building Permit and Site Plan Approval Required. A building permit shall be required <br />in such case where a commercial, industrial, public or semi-public land use is intending to <br />construct on -site parking containing a site aggregate of more than four (4) spaces or a <br />loading facility that is not a part of, or has prior approval as part of a site plan for which a <br />building permit has been issued. <br />M. Inoperable and Unlicensed Vehicles. Passenger vehicles, recreational vehicles, <br />trucks and watercraft that are in an inoperable condition or are unlicensed or in storage <br />shall not be parked outdoors in the City for a period exceeding seven (7) days. "Inoperable" <br />shall mean incapable of movement under its own power or in need of repair or disposal in <br />a junkyard. <br />Subd. 2 Off -Street Loading. Off-street loading space shall be provided in connection with <br />any use which requires the receipt or distribution of materials by truck. Where noise from <br />such loading space is audible in a residential district, the activity shall terminate between <br />the hours of 7:00 p.m. and 7:00 a.m. <br />Subd. 3 Traffic and Circulation. <br />A. Accessibility to Public Streets. All commercial and industrial buildings or structures <br />and their accessory uses shall be accessible to and from nearby public streets. <br />B. Traffic Control Measures. Vehicular traffic generated by a commercial or industrial <br />use shall be channeled and controlled in a manner that will avoid congestion on the public <br />streets, traffic hazards, and excessive traffic through residential areas, particularly truck <br />traffic. The adequacy of any proposed traffic circulation system to accomplish these <br />objectives shall be determined by the city which may require such additional measures for <br />traffic control as deemed necessary, including, but not limited to the following: Directional <br />signalization, channelization, standby turn lanes, illumination, snow storage area and <br />distribution facilities within the commercial site to prevent backup of vehicles on public <br />
