PC Agenda Item — 3B <br />lt <br />,-iIZEN�HILLS <br />MEMORANDUM <br />DATE: July 10, 2024 <br />TO: Planning Commission Chair and Commissioners <br />FROM: Elena Fransen, Senior Planner <br />SUBJECT: Planning Case #24-014 — Public Hearing Required <br />Applicant: Rose Kukwa <br />Property Location: 3776 Connelly Avenue <br />Request: Zoning Code Amendment, Master Planned Unit Development, Final <br />Planned Unit Development, Conditional Use Permit and Site Plan <br />Review <br />Requested Action <br />Rose Kukwa ("The Applicant") is requesting a Zoning Code Amendment, Master Planned Unit <br />Development, Final Planned Unit Development, Conditional Use Permit, and Site Plan Review to <br />redevelop the existing approximately 11,000 square foot commercial building on the property at <br />3776 Connelly Avenue ("Subject Property"). The proposal includes a request to allow the use of <br />an Event Center in the B-2 General Business Zoning District, to serve alcohol and food through a <br />State licensed caterer of liquor and food, and for renovations to the exterior of the building. <br />Background <br />1.Overview of Request <br />The Applicant has submitted a land use application for a Zoning Code Amendment, Master <br />Planned Unit Development, Final Planned Unit Development, Conditional Use Permit, and Site <br />Plan Review to redevelop the existing approximately 11,000 square foot commercial building on <br />the property at 3776 Connelly Avenue. The Subject Property is currently owned by Standout <br />Properties, LLC and the building is occupied by the Northern Lights Bingo Hall and Bright Side <br />Cafe. The Applicant is proposing to renovate the existing building and resurface the parking lot. <br />The Applicant is proposing a phased development with the event center established in Phase I and <br />restaurant and adult day care uses to be established in Phase II and Phase IIl, respectively. The <br />Applicant is seeking review and approval for Phases I and II at this time. <br />The Applicant presented a concept review at the City Council Work session on March 11, 2024. <br />Councilmembers provided feedback on the existing parking lot, landscaping, on -site parking, as <br />well as the process for serving liquor. <br />Page 1 of 24 <br />
