ARDEN HILLS PLANNING COMMISSION — July 10, 2024 15 <br />Bob Vanney, Vanney Architect Associates, explained he was responsible for the design. He <br />reported the existing overhang was wood. He stated he did not believe it was proper to add <br />additional weight to the wooden overhang. For this reason, he recommended a lighter weight <br />metal material was proposed to be used. <br />Chair Weber commented on how the parapet could be viewed as an accent to the building and <br />asked if the City would allow the metal material. <br />Senior Planner Fransen discussed how exterior building materials are defined within City Code <br />and explained metal was allowed as an accent material. <br />Commissioner Bjorklund asked when this building was constructed. <br />Senior Planner Fransen stated the building was originally used as a lumber yard and it turned <br />into a bingo hall in 1986. <br />Commissioner Erler reported this building was standing in the late 1950's. <br />Commissioner Erler questioned if the church agreed to have overflow parking on their site. <br />Ms. Kukwa stated she recently learned that due to renovations at the church no overflow parking <br />would be allowed at the church. She did not anticipate needing any overflow parking as the site <br />had 145 parking spaces. <br />Commissioner Erler commented on the screening for the mechanicals and asked if the <br />dogwoods would screen the equipment in the winter months. <br />Mr. Weber, Anderson Engineering of MN, explained the plan prepared by his landscaping <br />architects and noted he would be amenable to changing the species. He understood the <br />dogwoods would provide screening in the winter months. He commented further on the <br />stormwater management for the site, stating during his initial conversations with the watershed <br />district he noted the proposed plan reduces the overall impervious surface on the site. He <br />explained this meant the water leaving the site would be less than it is today. He reported he <br />would continue to work with the watershed district and go through the review process with the <br />City Engineer. <br />Commissioner Bjorklund discussed the landscaping plan and was of the opinion the reality of <br />the drip line for the trees was vastly misrepresented. <br />Commissioner Blilie asked what the Commission was considering for this item. <br />Senior Planner Fransen stated the Commission was being asked to consider a zoning code <br />amendment along with a Master PUD, Final PUD, CUP and Site Plan Review. <br />Commissioner Blilie inquired if the large parking lot behind Flaherty's was owned by <br />Flaherty's. <br />Senior Planner Fransen reported this was the case. <br />
