ARDEN HILLS PLANNING COMMISSION — July 10, 2024 15 Bob Vanney, Vanney Architect Associates, explained he was responsible for the design. He reported the existing overhang was wood. He stated he did not believe it was proper to add additional weight to the wooden overhang. For this reason, he recommended a lighter weight metal material was proposed to be used. Chair Weber commented on how the parapet could be viewed as an accent to the building and asked if the City would allow the metal material. Senior Planner Fransen discussed how exterior building materials are defined within City Code and explained metal was allowed as an accent material. Commissioner Bjorklund asked when this building was constructed. Senior Planner Fransen stated the building was originally used as a lumber yard and it turned into a bingo hall in 1986. Commissioner Erler reported this building was standing in the late 1950's. Commissioner Erler questioned if the church agreed to have overflow parking on their site. Ms. Kukwa stated she recently learned that due to renovations at the church no overflow parking would be allowed at the church. She did not anticipate needing any overflow parking as the site had 145 parking spaces. Commissioner Erler commented on the screening for the mechanicals and asked if the dogwoods would screen the equipment in the winter months. Mr. Weber, Anderson Engineering of MN, explained the plan prepared by his landscaping architects and noted he would be amenable to changing the species. He understood the dogwoods would provide screening in the winter months. He commented further on the stormwater management for the site, stating during his initial conversations with the watershed district he noted the proposed plan reduces the overall impervious surface on the site. He explained this meant the water leaving the site would be less than it is today. He reported he would continue to work with the watershed district and go through the review process with the City Engineer. Commissioner Bjorklund discussed the landscaping plan and was of the opinion the reality of the drip line for the trees was vastly misrepresented. Commissioner Blilie asked what the Commission was considering for this item. Senior Planner Fransen stated the Commission was being asked to consider a zoning code amendment along with a Master PUD, Final PUD, CUP and Site Plan Review. Commissioner Blilie inquired if the large parking lot behind Flaherty's was owned by Flaherty's. Senior Planner Fransen reported this was the case.
