ARDEN HILLS PLANNING COMMISSION — July 10, 2024 17 <br />Senior Planner Fransen stated the property would then be required to have 133 parking spaces <br />for the Phase I and Phase II uses. <br />Chair Weber moved and Commissioner Erler seconded a motion to recommend approval <br />of Planning Case 24-014 for a Zoning Code Amendment to Chapter 13, Sections 1305.04, <br />1320.05, 1320.085, and 1325.06 of the Arden Hills City Code to allow for an Event Center <br />use in the B-2 General Business District through a conditional use permit, based on the <br />findings of fact and submitted materials, with an amendment to the minimum off-street <br />parking requirement for event centers to allow for one parking stall per four seats. The <br />motion carried unanimously (6-0). <br />Chair Weber requested the Commission now address the requested flexibilities for this Planning <br />Case. <br />Commissioner Erler asked if the applicant had a sample of the proposed metal building <br />material. <br />Mr. Vanney reviewed a material boards with the Commission. <br />Chair Weber asked if the restaurant should be required to have outdoor seating. He was of the <br />opinion this property was not conducive to outdoor seating. <br />Commissioner Erler agreed, stating he did not believe the City should require a restaurant to <br />have outdoor seating. He explained benches outside the event center would be a nice addition. <br />Senior Planner Fransen suggested Condition 18 could read: Benches shall be located near the <br />primary entrance of the building. <br />Chair Weber requested the Commission address the proposed landscaping. He was of the <br />opinion the property should have curb on the parking lot islands. He anticipated this would be <br />addressed through the stormwater management plan. <br />Commissioner Erler agreed curb should be added within the parking lot. He stated he could do <br />without the trees within the parking lot islands. He supported the islands having lights instead of <br />trees for safety purposes. <br />Commissioner Mitchell stated she could support this. She noted that while the plan has fewer <br />trees, there were more other types of plantings. <br />Senior Planner Fransen recommended Condition 19 read: Applicant shall provide concrete <br />curbs for planting islands. <br />Chair Weber asked if the Commission supported the refacing of the sign. The Commission <br />supported the existing monument sign being refaced. The Commission recommended the wall <br />mounted signs be further addressed through the sign code review. <br />
