Overview of Ordinance Amendments <br />Additional Code Amendments to consider: <br />SF Add a definition for Event Center within Section 1305.04 Definitions <br />a. Event Center: An establishment which is rented by individuals or groups to host scheduled private events including but <br />not limited to weddings, cultural celebrations, corporate functions, and banquets. Such use may or may not include 1) <br />kitchen facilities for the preparation or catering of food; 2) the sale of alcoholic beverages for on -premises consumption <br />only during scheduled events and not open to the general public; and 3) outdoor gardens, patios or outdoor gathering <br />areas. <br />4) Amend Section 1320.085 Special Requirements for the B-2 General Business District <br />a. Create a new Subdivision 6 — Event Center Additional Conditional Use Permit Criteria that establishes the requirements <br />and criteria for a conditional use permit for Event Center as a conditional use in the B-2 District. <br />A. In addition to meeting the requirements of Section 1325 and 1355.04 Subd 4, event centers shall conform to the following: <br />1. The occupancy of the building must never exceed the occupancy load posted based on the Fire Marshal's <br />determination. <br />2. The serving of alcohol shall be subject to Minnesota State Statute and Chapter 5 - Alcoholic Bevera es of the Arden Hills <br />City Co e requirements and is permitted onIV in conjunction with a private event that is not open tot e public. <br />3. Licensing information from the RarnseV County Sheriff's Office may be requested by City. City could at its discretion <br />request licensing in ormation rom the County S eri s Office. <br />4. A security plan shall be submitted and approved by the City; <br />5. A noise mitigation strategy shall be submitted and approved by the City. <br />B. In addition to meeting the requirements of Section 1325 and 1355.04 Subd 4, the City may: <br />1. Prohibit access from a predominantly residential street; — — <br />I I <br />2. Restrict the hours of operation for loading docks; Other Considerations: <br />I Zoning Districts; <br />3. Require greater than minimum setbacks for structures and driveways; Permitted hours of operation in the <br />ordinance; <br />4. Require opaque screening to eliminate headlight glare; Permitted maximum occupancy in the <br />ordinance; and <br />5. Impose any other restriction it deems to be in the public interest.
