The serving of alcohol shall be subject to Minnesota State Statute and Chapter 5 - Alcoholic Beverages of the Arden Hills City Code requirements and is permitted only in conjunction with a private event that is not open to the public. 3. A security —plan shall be submitted and approved by the City; 5. A noise mitigation strategy shall be submitted and approved by the City_ B. In addition to meeting the reauirements of Section 1325 and 1355.04 Subd 4. the Citv mav: 1. Prohibit access from a predominantly residential street; 2. Restrict the hours of operation for loadingdocks; ocks; 3. Require greater than minimum setbacks for structures and driveways; 4. Require opaque screening to eliminate headlight glare; 5. Impose any other restriction it deems to be in the public interest. SECTION 4. Chapter 13 — Zoning Code, Section 1325 — General Regulations, Subsection 1325.06 — Requirements for Parking, Loading and Circulation, is hereby amended by adding the underlined language as follows: J. Off Street Parking Spaces Required: Event Center 1 for every 4 seats (based on design capacity] SECTION 5. Pursuant to Minn. Stat. §412.191, in the case of a lengthy ordinance, a summary may be published. While a copy of the entire ordinance is available without cost at the office of the City Clerk, the following summary is approved by the City Council and shall be published in lieu of publishing the entire ordinance: • Section 1320.04 is amended by adding language to define an Event Center; • Section 1320.05 updates and replaces the Land Use Chart by adding Event Center as a Conditional use in B-2 Zoning District; • Section 1320.085 is amended by adding a new Subdivision 6, Event Center Additional Conditional Use Permit Criteria. This subdivision specifies requirements to allow for an event center in the B-2 General Business District as a conditional use; • Section 1325.06 is amended by the addition of language about required off-street parking spaces for an event center.
