CONSENT ITEM - 8E 'It �-`iIQEN�HILLS MEMORANDUM DATE: July 22, 2024 TO: Honorable Mayor and City Councilmembers Dave Perrault, City Administrator FROM: Jessica Jagoe, Community Development Director SUBJECT: Amendment to Urban Requalification Joint Cooperation Agreement Budgeted Amount: Actual Amount: Funding Source: N/A N/A N/A Requested Action Motions to approve, table, or deny the following: • Amendment to Urban Requalification Joint Cooperation Agreement Background The City of Arden Hills participates in the countywide program to receive and distribute Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). Ramsey County has been an Entitlement Urban County receiving an annual allocation of CDBG dollars since 1986. The County has used these dollars to undertake housing and community development activities primarily benefiting the low and moderate -income residents of suburban Ramsey County. Sixteen suburban communities have chosen to participate in the agreement process over the past thirty years, ensuring a guaranteed annual allocation for the County and those suburban municipalities that desire to actively participate in the program. The City of Arden Hills has signed cooperative agreements with the County since 1985. CDBG federal regulations require that Ramsey County seek the support and interest of their suburban municipalities every three (3) years as part of a CDBG requalification process. The cooperation agreement with Ramsey County to participate in this program is usually renewed automatically unless a jurisdiction opts out or if an amendment must be approved. As part of this requalification period, the City was notified that there was an amendment required by HUD as part of the cooperation agreement language for Ramsey County. The attached agreement includes one amended and replaced paragraph as part of the approval. Page 1 of 2
