ARDEN HILLS PLANNING COMMISSION — July 10, 2024 18 <br />Community Development Director Jagoe suggested Condition 13 be amended to read: As <br />approved in the Master PUD, any future signage not shown as part of the project shall conform to <br />current sign ordinances. <br />The Commission opted to support the proposed graphic signs as shown in the provided plans. <br />Chair Weber inquired if the Commission would like to require additional screening on the site. <br />Commissioner Erler believed that additional permanent screening should be required. <br />Commissioner Stromberg recommended additional screening be proposed. <br />Senior Planner Fransen suggested Condition 20 read: Ground mounted mechanical screening <br />shall conform with City Code requirements. <br />Chair Weber asked how the Commission wanted to address the hours of operation. He stated 3:00 <br />a.m. was a hard no for him. <br />Ms. Kukwa explained cleaning and closing would occur up until 3:00 a.m. and visitors would <br />leave at 2:00 a.m. at bar close. <br />Chair Weber indicated Flaherty's closes at midnight and he believed this was a good precedent <br />for him. <br />Commissioner Erler asked if City Code addressed hours of operation for event centers. <br />Senior Planner Fransen stated City Code does not have established hours of operation for <br />businesses, rather the City follows State law for establishments with a liquor license. <br />Commissioner Mitchell asked what Chair Weber's concerns were. She indicated this was an <br />isolated site that would not impact neighboring properties. She reported this was an event center <br />that would host weddings or other social events. She did not support putting rules more restrictive <br />than Minnesota rules on an event center that may not begin hosting an event until 8:00 <br />p.m. She stated she supported the owner being allowed to set the hours for her events noting the <br />bar would be shut down at 2:00 a.m. <br />Commissioner Erler reported he could support events ending at 2:00 a.m. with staff leaving at <br />3:00 a.m. <br />Commissioner Stromberg and Commissioner Blilie agreed. <br />Commissioner Bjorklund stated he believed it was reasonable to close the event center at <br />midnight, just like Flaherty's. <br />Senior Planner Fransen suggested Condition 21 read: Event Center and alcohol service will cease <br />at 2:00 a.m. and staff can remain onsite until 3:00 a.m. <br />
