STORMWATER MANAGEMENT <br />The stormwater management plan proposed in this preliminary plat meets or exceeds the rules and requirements <br />of the Rice Creek Watershed District. Underground storage chambers are utilized in addition to a sedimentation <br />pond for controlling the rate of discharge and filtering out sediment. Surface drainage is collected by catch basins <br />and directed to the sedimentation pond or to the underground storage chambers. Treated stormwater is <br />discharged into a nearby wetland basin. <br />WETLANDS <br />A comprehensive wetland delineation report was prepared for Trident Development in May of 2021 by Kjolhaug <br />Environmental Services Company, Inc. According to the report, there are eleven (11) wetland basins identified <br />with the entire church property. Of the eleven wetlands, only two (2) exist within the boundaries of the proposed <br />building lot. The grading plans have been designed to avoid any impact to the existing wetland areas. All existing <br />wetlands will be protected and preserved. A copy of the wetland delineation report is available upon request. <br />UTILITY PLAN <br />Sanitary sewer and municipal water are accessible to the new building lot without the need for a trunk line <br />extension or up -sizing. Sanitary sewer is designed to connect via 6" PVC to an existing manhole located in the <br />County Highway 96 right-of-way. Municipal water connects to an existing 8' PVC waterline located near the Hwy <br />96 entrance, which will provide domestic and fire suppression water. Adequate natural gas and electricity utilities <br />are located at the northern property line. <br />No changes to the utility services for the existing church property are proposed with this application. <br />GRADING PLAN <br />A site grading plan is included in this preliminary plat application. The grading plan is designed to intentionally <br />avoid impacts to existing wetland boundaries. The grading plan proposes a stormwater treatment pond to be <br />created at the southerly end of the lot. The stormwater pond is intended to collect and treat water draining from <br />the surface parking lot. <br />TREE REPLACEMENT PLAN <br />Kjolhaug Environmental Services has been contracted to conduct a tree inventory survey to determine if the <br />requirements of a tree replacement plan are necessary. Based on the results of the survey, a tree replacement <br />plan has been designed to comply with Aden Hills City Code. <br />GEOTECHNICAL EVALUATION <br />In March 2021, Haugo GeoTechnical Services prepared a geotechnical report as to their soils evaluation, on behalf <br />of Trident Development. They advanced nine (9) soil borings at nominal depths of twenty (20) feet. Haugo found <br />that the existing soils are suitable for building purposes. They also encountered ground water in one boring at a <br />depth of fourteen (14) feet. A copy of the complete geotechnical report is enclosed with this application. <br />VEHICULAR ACCESS <br />Site access for vehicles will be provided by the existing access drive from County Highway 96 by way of a <br />permanent easement agreement with the church. The access drive lane is over 54 feet wide with a center median <br />to improve traffic flow. To enhance traffic safety, a right turn lane exists on CR 96 at the entrance drive, along <br />with a dedicated left turn lane for westbound traffic on CR 96. <br />A secondary access drive, serving the church property does exist which intersects with Snelling Ave N. This <br />preliminary plat proposes to modify the access point of this secondary drive to restrict right turn movement out <br />on to Snelling. This modification is intended to complement the existing signage at the intersection, discouraging <br />use of this secondary drive by occupants of the new lot. <br />Page 3 of 4 <br />
