ARDEN HILLS PLANNING COMMISSION — July 10, 2024 2 <br />Use Permit, and Site Plan Review, proposing to develop a 3.7-acre site located at 3535 Pine Tree <br />Drive. The Subject Property is currently owned by the Applicant. The Applicant is proposing to <br />build a two-story fire station Headquarters facility of approximately 41,000 square feet with a <br />training facility and training tower. The Lake Johanna Fire Department provides public fire and <br />medical emergency response services to the Cities of Arden Hills, North Oaks, and Shoreview. <br />The Applicant currently operates out of three stations, the proposed project would replace Station <br />4 located at 3615 Victoria Street in Shoreview and become the Headquarters for the Department. <br />The Applicant is planning for construction of the new Headquarters facility to begin in 2025. <br />Community Development Director Jagoe reported the Headquarters Fire Station facility will <br />consist of offices for five (5) full time staff members that would maintain typical Monday through <br />Friday 8 to 5 business hours. The fire station will have a crew of three (3) Firefighters on duty 24/7 <br />to respond to fire and emergency medical service (EMS) calls. <br />Community Development Director Jagoe reviewed the history of the subject property, the Plan <br />Evaluation and provided the Findings of Fact for review: <br />1. The property located at 3535 Pine Tree Drive is designated for Community Mixed Use on <br />the 2040 Comprehensive Plan. <br />2. New building construction or site modification identified requires the submittal of a Site <br />Plan Review application prior to construction. <br />3. For proposals for new construction, redevelopment of a site, and significant modifications <br />to existing sites a PUD is required. <br />4. The PUD process allows for flexibility within the City's regulations through a negotiated <br />process with an Applicant. <br />5. The Applicant has proposed a Master and Final Planned Unit Development for the <br />development of a 41,000 square foot Headquarters Fire Station facility on the Subject <br />Property. <br />6. The Subject Property is zoned B-2 General Business District which requires a Conditional <br />Use Permit for Public Use. <br />7. The Cities of Arden Hills, North Oaks, and Shoreview contract with the Lake Johanna Fire <br />Department to provide emergency response services for Fire and EMS calls to the public. <br />The City refers to the Lake Johanna Fire Department in the 2040 Comprehensive Plan <br />under Chapter 13, Public Facilities, Services, and Infrastructure <br />8. The Master and Final Planned Unit Development generally conforms to the requirements <br />of the City Zoning Code and design standards. <br />9. Where the plan is not in conformance with the City Code, flexibility has been requested by <br />the Applicant. <br />10. Flexibility through the PUD process has been requested in the following areas: building <br />positioning and landscaping. <br />11. A public hearing for a Master Planned Unit Development, Final Planned Unit <br />Development, and Conditional Use Permit request is required before the request can be <br />brought before the City Council. <br />Community Development Director Jagoe reviewed the options available to the Planning <br />Commission for Planning Case 24-009 for a Master Planned Unit Development, Final Planned <br />Unit Development, Conditional Use Permit, and Site Plan Review at 3535 Pine Tree Drive, <br />
