ARDEN HILLS PLANNING COMMISSION – June 5, 2024 3 <br /> <br />Buildings Housing Farm Animals to include bee hives in the R-1, R-2, and R-3 Residential <br />Zoning Districts, based on the findings of fact and the submitted materials: <br /> <br />1. Table <br /> <br />Vice Chair Collins opened the floor to Commissioner comments. <br /> <br />Commissioner Mitchell stated she had done some reading and asked if a row of hedges could be <br />used to create a barrier, in lieu of a fence or wall. <br /> <br />Community Development Director Jagoe reported the language was pulled from another <br />ordinance and explained if the Commission supported landscaping being used as a barrier, the <br />language could be amended. <br /> <br />Commissioner Blilie asked if the other communities that allow beekeeping reported any <br />problems or concerns. <br /> <br />Community Development Director Jagoe explained she had not reached out to other staff <br />members and reviewed these ordinances online, but she was not aware of any concerns in other <br />communities. <br /> <br />Commissioner Blilie inquired about the written comment received on the competition between <br />wild bees and honey bees and asked if the University of Minnesota had any recommendations <br />regarding the keeping of bees. <br /> <br />Community Development Director Jagoe indicated she would have to reach out to them to <br />pursue their recommendations on wild bees versus honey bees. <br /> <br />Commissioner Wicklund questioned if other Arden Hills ordinances required adjacent property <br />owners to be notified. <br /> <br />Community Development Director Jagoe stated the keeping of chickens required adjacent <br />property owners to be notified. She explained this was a one-time notification process. <br /> <br />Vice Chair Collins asked if a licensure or permit was required for the keeping of other animals. <br /> <br />Community Development Director Jagoe reported the City required a license for keeping <br />chickens, dogs, and cats. <br /> <br />Vice Chair Collins inquired if any properties in the City could meet the 200 foot setback <br />requirement for farm animals. <br /> <br />Community Development Director Jagoe stated this would be limited, but there were a few <br />properties in the City that may meet this separation requirement. <br /> <br />Vice Chair Collins questioned how many residents were keeping bees in neighboring <br />communities.
