An ordinance amendment to the Zoning <br />Code requires a public hearing before the Planning Commission. <br /> <br />Plan Evaluation <br /> <br />Overview of Proposal <br /> <br />Redevelopment <br />The Applicant is proposing the redevelopment of the Subject Property as the Elegant Event Center. <br />Improvements will be made to the exterior finishes of the principal structure, the parking lot, and <br />the site’s landscaping. Existing conditions for the site can be found on the site survey in <br />Attachment E. The principal structure will remain on site with enhanced building materials and <br />the proposed plans show the addition of a trash enclosure to the north side of the Subject Property. <br />The parking lot improvements include the removal of the existing covered parking structure and <br />the addition of parking islands for additional landscaping and area lighting for the parking lot. <br />Changes to the parking lot include a removal of several existing parking spaces near the property <br />driveway and the establishment of ADA ramps and surfaces and handicap accessible parking <br />spaces. The Applicant states that the plan is to improve and restore both the building and the <br />property so that it will enhance, not detract, from the surrounding area. <br /> <br />Business Operations <br />The Applicant is proposing that the Subject Property be used for three different uses within the <br />same principal structure and that these uses will be established through a phased approach. The <br />space is conceived to be shared among the uses with some overlap as noted in the evaluation below. <br /> <br />Phase I - Event Center <br />In Phase I, scheduled until December 2024, the building and other site improvements would be <br />completed, and the Event Center use would be established. The proposed hours of operation for <br />the event center are 8:00 a.m. to 11:59 p.m. Monday through Thursday and 8:00 a.m. to 3:00 a.m. <br />Friday through Sunday. The Applicant is requesting City Code Amendments to be allowed to serve <br />liquor and would propose liquor service ending at 2:00 a.m. During Phase I, the Applicant is <br />proposing that food and liquor for the event center will be served through a caterer that holds State <br />licenses for food and liquor. The proposed occupancy for the event center is 464 people, which <br />would include event staff. <br /> <br />Access to the event center spaces will be provided through the building’s main entry. Patrons <br />would pass through the existing restaurant space to enter the main hall. The existing kitchen is <br />directly adjacent to the main hall space. The main hall space also has access to the existing covered <br />patio space, which will be utilized as a designated smoking area with fencing enclosing the space <br />from the parking lot. Other spaces in the building that could be used during an event include bride <br />and groom suites and an office for event staff. <br /> <br /> <br /> <br /> <br /> <br /> <br />
