<br />HKGi <br />800 Washington Ave N Suite 103, Minneapolis, Minnesota 55401 <br />(612) 338-0800 ~ www.hkgi.com <br />CITY COUNCIL WORK SESSION <br /> <br />TO: Arden Hills City Council <br />FROM: Jason Zimmerman and Rita Trapp, Consulting Planners <br />DATE: August 2, 2024 <br />SUBJECT: Proposed Community Engagement Plan – Zoning Ordinance Update <br />MEETING DATE: August 12, 2024 <br /> <br />OVERVIEW <br />As work on the Zoning and Subdivision ordinances gets underway, HKGi would like to confirm with the <br />City Council the desired elements and timing of the project’s community engagement plan. <br /> <br />BACKGROUND <br />In the proposal that was shared with the City Council in May, HKGi noted that an important element of <br />the project was the development of a public outreach and engagement strategy to involve internal and <br />external stakeholders. The proposal highlighted tools such as online surveys and mapping, web and <br />print information, stakeholder conversations and interviews, and in-person events. <br /> <br />The draft project schedule included four separate periods of engagement: <br />Phase 1 – introduction of the project to the public; initial engagement <br />Phase 2 – public engagement to identify issues associated with the code; conversations with <br />stakeholders <br />Phase 3 – targeted engagement on specific issues identified by the City <br />Phase 4 – opportunities to provide feedback on the final draft ordinances <br /> <br />DRAFT ENGAGEMENT PLAN <br />The draft community engagement plan (attached) provides additional details , including timing and <br />tools, for engagement. In general, the bulk of engagement around the code will happen in Phase 3 in <br />the spring of 2025. During this portion of the project, HKGi will reach out to the general public as well <br />as hold targeted conversations with stakeholders who may have input on specific topics that are being <br />addressed as part of the code update (EV charging and infrastructure, for example, or new/expanded <br />housing options). This information will help augment the policy direction being provided by the City <br />Council. Regular updates about the project will be shared on a page on the City’s website, and an <br />opportunity to review and comment on the draft code will occur late in the summer of 2025. <br /> <br />Following the Council’s review of the engagement plan, HKGi is prepared to initiate the elements of <br />Phase 1, which include a brief online survey to be shared with City staff and members of <br />Boards/Commissions as well as the creation of a web page and an onl ine introduction to the project. <br /> <br /> <br /> Attachment A
