6

Tree and miscellaneous watering is completed with tree bags during the first 2-3 years after planting.
New trees that were planted in 2022 will receive tree bags and fertilized on a routine basis throughout
the growing season. The majority of new trees were planted along Highway 96. In an effort to establish
grass within PW project areas, the tanker will be used for that purpose. Other park plantings may also be
watered using the tanker truck depending on seasonal rainfall.
Tree mulching “top dressing “will be completed around all trees located along Highway 96 ROW
between Highway 10 and Lexington Ave.
Diseased tree removal at Freeway and Arden Oaks Parks. A tree contractor will remove trees larger than
12”. All stumps located in green/mowed spaces will be ground and restored. The Floral Park tree
planting plan is still underway.
The process for tree inspection and the rating system used by our 3 PW licensed tree inspectors is the
same for both proactive and reactive (resident requested) tree inspections. Using a mobile GIS
application, our inspector uses guidelines and reviews research from the MN Department of Agriculture
and personal experience to assess the overall health of each tree on both private and public property.
Ultimately, during the inspection we are looking for trees that are a health safety hazard or trees that
are diseased and have the potential of spreading the disease to surrounding trees. PW understands the
importance of habitat dead trees provide to wildlife.
Floral and Cummings Park Tree Planting Plan
A tree re-planting plan was developed by our tree inspector for Floral and Cummings Parks for infill after
removing EAB infected ash trees. The 2023 Maintenance plan identified a significant number of EAB ash
tree removals at Cummings and Floral Parks.
• Cummings recommendations
o 2 sugar maples, 1 crimson king maple, 2 pagoda dogwood, 2 swamp white oak
• Floral recommendations
o 3 crimson king maple, 2 Norway pine
The EAB policy states all ash trees removed will be replaced. We believe the original intent for that
statement was to replace trees in open park spaces and not necessarily deep woods. Although, in seeing
the number of trees to be removed we recommend replacing a percentage rather than a 1 to 1
replacement. The location, and quantity of new trees planted, direction is desired from the PTRC and
City Council.
