Courtney reported a discussion with Mr. Gearty, <br /> the Roseville Attorney in regard to our partic ipa tion in their . <br /> municipal court. Council requested lf~. Courtney to check with Rosevil1e <br /> on the procedures and possible advantages for Arden Hills by participation <br /> with the Roseville Municipal Court. <br /> J~. Courtney reported a duscussion with bw. Gus larson, Mounds View <br /> Attorney in regard to possible incorporation plans for Mounds View <br /> Township. Mounds View raised the following questions: <br /> 1. Would Arden Hills consider a general incorporation set up including <br /> (. the entire area of Mounds View and Arden Hills. <br /> 2. What would Arden Hills be willing to doabout the Silver lake area <br /> in regard to annexation. <br /> J~. Courtney stated that these were just general questions for the <br /> Council to think aver. <br /> The proposed 1957 budget of $28,540.30, prepared by the Finance Committee <br /> as based on Village Officers requests was presented to the Council by th3 <br /> Clerk. The Finance Committee, by a vote of 2 in favor and 1 opposed <br /> reconunended the adoption of the budget as propased, with $21,500.00 to be <br /> raised from general tax revenue and the additional amount to be taken from <br /> the surplus funds in the Village Treasury. Mrs. stromquist reported <br /> that Arden Hills has a total assessed valuation of $1,097,420. This <br /> represents a loss of $38,541.00 over last year. 'l'he loss is due to loss <br /> of personal property from the Twin Cities Araenal. <br /> Mr. McClung stated that he did not feel that we should raise the village <br /> mill rate at this time due to our decreased assessed valuation. He stated <br /> that we should be sure that we are getting the dollar value that we spend <br /> for the planning consultant. Mr. McVlung propaaed cutting the amount of <br /> the total budget, raising $18,700.00 from general taxes for the coming <br /> year, and using $2000 to $3000 from current funds for additional amount <br /> required. <br /> ~ws. Stromquist stated that due to our decreased assessed valuation, <br /> the mill ra te should not be increased for 1957. stromquist objected to <br /> an item in the Public Welfare budget allowing $1000 for maintenance and <br /> improvement of park and playground land, stating that it should be and <br /> is included in the Public Works budget in an amount of $100.00, which <br /> should be sufficient for the one small park area in Shorewood Hills <br /> owned by the village at the present time. <br /> Stromq~.~ist also objected to an allowance of $1000 for study of methods <br /> to be used for ~xx future sewage disposal. The objection was based <br /> on the results of the past two special sewer bond elections held in <br /> June of 1956. <br /> After further Council discussion, Hoyt moved and Delange seconded the <br /> motion that we pass the budget as proposed, request $18,700.00 from tax <br /> . revenue and that we use caSh on hand for the balance requieed. Ashbach, <br /> Delange, Hoyt, Mc~lung in favor. Stromquist opposed.
