PUBLIC HEARING - I OA <br />'It <br />fi` IZEN HILLS <br />MEMORANDUM <br />DATE: August 26, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, Interim City Administrator <br />FROM: Elena Fransen, Senior Planner <br />SUBJECT: Planning Case #24-015 — Public Hearing Required <br />Applicant: Trident Development, LLC <br />Property Location: 1700 West Highway 96 <br />Request: Preliminary Plat and Rezoning <br />Council Should Consider the following: <br />Hold the required public hearing for Planning Case 24-015, an application from Trident <br />Development, LLC ("The Applicant") for a Preliminary Plat and Rezoning to subdivide and <br />purchase approximately 10.74 acres in the northwest corner of the Subject Property. The proposal <br />includes a request to rezone the newly created lot from B-1 Limited Business District to R-4 <br />Multiple Dwelling District in order to allow for the future development of an age -restricted (55+) <br />active senior apartment community with a single three-story building. The City Council will be <br />asked to make a formal decision regarding the application under Agenda Item 11A. <br />Background <br />1. History of the Subject Property <br />At their February 22, 2022 meeting, the City Council reviewed a concept plan from Trident <br />Development for the development of the northwest corner of the North Heights Lutheran Church <br />property at 1700 West Highway 96. Trident Development was proposing a 115-125 unit senior <br />apartment development (apartments only, the proposed will not have an assisted living or memory <br />care component). The Applicant indicated their intention would be to subdivide and purchase <br />approximately 10.27 acres in the northwest corner of the Subject Property. In preparation for the <br />February 22, 2022 meeting, the Developer had held a neighborhood meeting to garner resident <br />feedback. At the meeting, residents voiced concerns regarding traffic, additional park demand, <br />and noise concerns. <br />Page 1 of 9 <br />
