AGENDA ITEMS - 811 <br />ZEEN HILLS <br />u M15I::►I u <br />DATE: August 26, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, Interim City Administrator <br />FROM: Jen Estling, Deputy Clerk <br />SUBJECT: Authorization to Release Request for Proposals (RFP) for Comprehensive <br />Recycling Services <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />Authorizing Release of the RFP for Comprehensive Recycling Services from Foth <br />Infrastructure and Environment, LLC. <br />Background <br />City Council entered into a recycling contract with Republic Services in 2015. Since that time, the <br />City has elected to exercise its right to renew the contract with the final renewal being exercised <br />last year. The current contract will expire on May 4, 2025. <br />Republic Services notified the City that it will not extend the current contract, meaning the City <br />will need to issue an RFP for recycling services beginning May 5, 2024. <br />City Staff, with Council direction, engaged with Foth Infrastructure and Environment, LLC to <br />assist in the RFP process. Under the scope of services, the RFP is seeking proposals for <br />comprehensive recycling services to all residential households, and an "opt -in" provision for multi- <br />dwelling unit households within the City. Per the contract language, a Residential Dwelling Unit is <br />defined as a single family dwelling, duplex, triplex, or fourplex. Multi -dwelling units defined as <br />five or more units per the contract would be able to "opt -in" to recycling services to facilitate their <br />compliance with state recycling requirements. Per Council's direction, the proposal will also be <br />seeking two addendums that may provide for an annual clean up day hosted by the hauler and/or <br />bulky curbside collection. Council will be able to decide whether or not it wants to include those in <br />recycling services going forward. <br />The draft of the RFP is attached and, with Council approval, will be issued on August 28, 2024. <br />Proposals must be submitted by October 11, 2024.
