<br /> -z..Q'1 <br /> MIlruTES OF REGULAR MEETING <br /> COUNCIL OF THE VILLAGE OF ARDEN HILLS <br /> MONDAY, OCTOBER 28, 1957 <br /> The meeting was called to order at 8:05 p.m. by Mayor Ashbach. <br /> ROLL CALL: Present; Ashbach, Hoyt, Winfrey, stromquist <br /> Absent; DeLange <br /> The minutes of the meetings of September 30, 1957 and October 24, 1957 <br /> were read and approved. <br />. Public Hearing on the matter of lowering and resurfacing of Edgewater <br /> Avenue: <br /> Mayor Ashbach reported on the study made to date by the Council <br /> and the Public Works Committee on the request to lower and <br /> resurface Edgewater Avenue to correct a drainage situatiOR. He <br /> state~~~ the Village was probably partly liable because they <br /> had ll~ I . the street, and therefore, would assume part of the <br /> cost of correcting it. It was the recommendation of the Public <br /> Works Committee that of the total proposed cost of $3,301.10 <br /> for the gradigg, that the residents of the benefitted side of <br /> the steet pay 1,000.00 with the remainder to be paid by the <br /> Village. <br /> }layor Ashbach stated it ,>Tas the recommendation of the Public <br /> Works Committee and the Finance Committee that the Village pay <br /> approximately 20% of any major resurfacing of roads, with the <br /> abutting property owner to pay on an assessment basis the <br /> remaining 80%. <br /> Hr. W'm Bannister of Bannister Engineering Company reported breifly <br /> on the RoseviJle sewer system as it could affect the residents of <br /> the Arden Hills 3 area of Arden Hills. He stated that the northern <br /> part of the Rosevill S~Ter will probablY be started in 1958 and <br /> that the part that might service part of our village would <br /> probably be built in late 1958 or in 1959 at the latest. Mr. <br /> Bannister re)orted th"t it ':Tould be economical to do the road <br /> ,york and lay a S1IWer pipe for future use at the same time. Hr. <br /> Bannister stated he would be willing to make a detailed se\>Ter <br /> survey of the Arden Hills 3 area includ-tng Nazareth Hall at a <br /> maximum cost of $1,000.00. The cost of the survey ,{ould be <br /> added to the assessment of the benefitted property owners of Arden <br /> Hills 3 area if the project is done, otherwise, the Village <br /> assumes the cost of the survey. <br /> Mr. Carley, Village Engineer, submitted a written report as <br />. attached in regard to cost of the proposed Edgewater Avenue project. <br /> Hr. Courtney, Village Attorney, reported on how the assesmaents for <br /> such a project can be handled. <br /> A question and answer period for interested residents was held. <br /> A cost o:VI3.25 per front foot was estimated by Hr. Bannister aand <br /> Hr. Carley as the probable cost for lowering and resurfacing the <br /> road and installing sewer pipes for future use. After discussion, <br /> it was the feeling of many of the residents that all three things <br /> should be done at one time. After Council discussion, Hoyt moved, <br /> Winfrey seconded the motion that the matter be tabled by the <br /> Council until such time that the Council can obtain more complete <br /> sewer inforIn!'\tion, so that the matter of sewer, street improvements <br />
