One last piece of information about procedure. 'Ie Council, as you know, is proceeding under their own initiative. In other words, they have had so many requests from peeple orally and formally that they passed a resolution asking the engin..rsto make a study and setting this hearing. Supposing any other portion of the village wants to move ahead - it can be done by the method . assuming the Council doesn't proceed under its own initiative, then only 35% of the affected people need sign the petition. The Council is moving only in those areas where they think there is a great need and demand and then only after a public hearing of this kind indicates that the peop.e of the area are in favor of the proposed improvement. ~x.
