I think .veryone has trouble with their systems, no matter how fine, after a peripd of perhaps 7 or 8 years. I think probably Doc Sekhon, frem the many complaints he has had, can probably give an idea to those~ople who feel very composed in their present werking system which I don't think is gdng to hold out. loR. POPOVICH: The reason you don't-take a vote on an improvement hearing of this type is because a lIICtl:er pf this type is not village- wide. In other words, it only affects a particular portion of the village and consequently, the only thing that a village can do if it does hold an election is to hold it village-wide. You have other people then veting on a probl.m that is of-interest only to you. No legal el.ction can ever 'be held in a portion of a village. Therefore, the L.ague of Minn.sota Municipalities some years ago - all the communities in the state_ banQed together and this local improvement code was first pas.ed in 19~3 repealing all former acts and amended in 1955 in minor ways so w. have be.n working und.r a local improvement cod. to allow improvements. whether stre.ts or sewers, curbs or gutters, it covers anything that has to do with . improvements and allows it tc be done in portions of a village so you don't have this prcblem of voting.
