PTRC <br />ROBERT'S RULES OF ORDER <br />Guiding Principles: <br />• Everyone has the right to participate in <br />discussion if they wish. <br />• Only urgent matters may interrupt a speaker. <br />• Only one issue can be discussed at a time. <br />• Only one member should speak at a time. <br />• Any member who wants to make a motion, <br />must first request and be granted the floor <br />before speaking. <br />Motions: <br />• A member can make a motion to propose an action or make a decision by saying "I <br />move to ..." <br />o "I move to vote on ..." <br />o "I move to postpone the matter until ..." <br />o "I move to adjourn the meeting." <br />o "I move to approve the meeting minutes." <br />• Another member must second the motion by saying, "I second the motion." <br />• The chair will restate the motion. <br />• It will then go to the floor for discussion/debate. <br />• Following discussion, a motion is needed to end the discussion. Following a second and <br />vote of approval, the original motion can then move to a vote. <br />• The chair will restate the motion and ask for affirmative votes and then negative votes. <br />• A motion passes by majority vote (quorum). <br />• The chair announces the result of the vote and any instructions/next steps. <br />Amending Motions: <br />A motion can be amended by stating, "I move to amend the motion on the floor by (add or strike <br />words or both) ..." The motion to amend must also be seconded and voted on. An amended <br />motion should occur before the vote occurs on the original motion. <br />If you like the idea of a motion being discussed, but you need to reword it beyond simple word <br />changes, you can move to substitute your motion for the original motion. If it is seconded, <br />discussion will continue on both motions and eventually the body will vote on which motion they <br />prefer. <br />Other Actions: <br />If more information is needed, you can call for "Point of Information" or "Point of Inquiry" to get <br />clarification to make better voting decisions. This does not require a second or a vote. The chair <br />will ask you to state your question and information or clarification will be provided. <br />
