PUBLIC INQUIRIES/INFORMATIONAL <br /> None. <br /> 2. RESPONSE TO PUBLIC INQUIRIES <br /> None. <br /> 3. AGENDA ITEMS <br /> A. 2025 General Obligation CIP Bond Schedule and Franchise Fees Discussion <br /> Finance Director Yang began the conversation regarding the Preliminary 2025 General <br /> Obligation Capital Improvement Plan(CIP) Bond Schedule and the Electric Franchise Fee rate <br /> structure scenarios. <br /> Finance Director Yang provided background of previous discussions. A capital funding update <br /> open house was held in April. At that meeting, Staff shared the City's anticipated funding gap <br /> which was $455,000 at that time. Today it is $465,000. A survey was released to help provide <br /> additional information on the topic. The results were shared with Council with over 54% of <br /> respondents supporting a franchise fee option, over a property tax levy or a combination of both, <br /> and dedicating the fee for a specific purpose.
