ARDEN HILLS CITY COUNCIL— SEPTEMBER 9, 2024 2 <br /> presentation on the final results either at the October or November JDA meeting before it is <br /> accepted by the JDA. Part of the upcoming EAC discussion will include opportunities for <br /> resident input through this process. Lastly, there is JDA work session scheduled for tomorrow <br /> night September 10t' at 5:30. Agenda items include Legislative Update with a presentation from <br /> Goff Public, Development Agreement discussion update/Review of Terms for Final Development <br /> Agreement Sheet, Review of Road Map through 2024. <br /> Councilmember Holden indicated there used to be a pile of crushed foundation on the TCAAP <br /> site that was to be used for the foundation of the spine road. She reported this pile has <br /> significantly decreased. <br /> Interim City Administrator Jagoe explained she did not have an answer to this question but <br /> could follow up with Ramsey County staff. <br /> Councilmember Holden stated she understood negotiations were underway between the County <br /> and Alatus at this point. She questioned how the City would be able to approach Alatus for a <br /> public works building or a civic building. <br /> Interim City Administrator Jagoe commented through the LOI that Alatus has presented to the <br /> County for the purchase of the land, and that a lead development agreement would still have to be <br /> considered and approved by the JDA. <br /> Mayor Grant asked if the City Council had time to hold a special work session or meeting to <br /> negotiate with the developer regarding certain matters on TCAAP, such as the water tower, local <br /> streets and utilities funding. He explained the City Council had to negotiate these matters with <br /> Bob Lux because these items may require a financial commitment to Alatus. <br /> Councilmember Monson anticipated the City Council would know more about the role of the <br /> City tomorrow, after the JDA work session. She explained she agreed with the Mayor, that special <br /> work sessions would be required to address the lead development agreement. <br /> Mayor Grant stated he looked forward to hearing from staff on how to proceed with this matter. <br /> 3. PUBLIC INQUIRIES/INFORMATIONAL <br /> Lynn Diaz, 1143 Ingerson Road, requested the Council review and rewrite the City policy <br /> regarding chickens. She believed the current ordinance was not in alignment with the rest of the <br /> city code. She indicated the restrictions within the Arden Hills chicken ordinance were egregious <br /> when compared to other communities' code language. She questioned why those wanting to have <br /> chickens are required to have signatures from their neighbors when this is not required for cats or <br /> dogs. She indicated dogs are way more likely to impact their neighbors than chickens. She <br /> recommended the solid fence requirement for chickens be lifted in order to allow hens to freely <br /> roam a resident's backyard. She noted she would be sending each of the Councilmembers an <br /> email regarding this matter and it was her hope the Council would reconsider the chicken keeping <br /> ordinance. <br /> Linda Swanson, 1124 Ingerson Road, explained she has been waiting for a Councilmember and <br /> others, when they speak of having affordable housing available in Arden Hills, for the children. <br /> She stated a Councilmember was misleading and confusing residents when speaking of affordable <br />
