Hofer, Consultant Planner <br />SUBJECT: Planning Case #24-016 — Public Hearing Required <br />Applicant: Rose Kukwa <br />Property Location: 3776 Connelly Avenue <br />Request: Planned Unit Development Amendment and Site Plan Review <br />Requested Action <br />Rose Kukwa ("The Applicant") is requesting a Planned Unit Development Amendment and Site <br />Plan Review to amend the Master and Final PUD Development Agreement Phase I and II — Final <br />Planned Unit Development Plan for Elegant Event Center ("PUD Development Agreement"). This <br />approval would allow for flexibility from the required exterior materials for the north and west <br />elevations as part of the redevelopment of an existing approximately 11,000 square foot <br />commercial building on the property at 3776 Connelly Avenue ("Subject Property"). <br />Background <br />1.Overview of Request <br />The Applicant previously submitted a land use application for a Zoning Code Amendment, Master <br />Planned Unit Development, Final Planned Unit Development, Conditional Use Permit, and Site <br />Plan Review to redevelop the existing approximately 11,000 square foot commercial building on <br />the property at 3776 Connelly Avenue. This application was approved, with conditions, with <br />Resolution 2024-038 on July 22, 2024. The Subject Property is currently owned by Standout <br />Properties, LLC and the building was most recently occupied by the Northern Lights Bingo Hall <br />and Bright Side Cafe. The Applicant's previous proposal was to renovate the existing building and <br />resurface the parking lot. The Applicant proposed a phased development with the event center <br />established in Phase I and restaurant and adult day care uses to be established in Phase II and Phase <br />III, respectively. With the previous proposal, the Applicant sought review and approval for Phases <br />I and II. <br />The PUD Development Agreement was approved on September 23, 2024. The Applicant is now <br />asking to amend the Planned Unit Development (PUD) Agreement to allow for the west elevation <br />and part of the north elevation of the building to have an exterior material that is not defined as a <br />Page 1 of 10 <br />
