of reading and maintaining meters, cost of billing Arden Hills, and any legal or engineering <br />cost in administering the contract. The Water Service Base Fee shall be charged monthly. <br />Fees are based on the 2023 Service to Arden Hills Cost of Service Analysis ("2023 Study"), <br />attached as Exhibit B. The Associated Cost Allocation Analysis spreadsheet will be used to <br />calculate the Water Service Base Fee. This will be updated annually with new Roseville water <br />budget items. <br />2. Water Volume Charize <br />The Water Volume Charge is the average cost per 100 cubic feet or per 1,000 gallons of water <br />per month charged to Roseville by St. Paul. The 2023 Study, attached as Exhibit B, and the <br />associated Cost Allocation Analysis spreadsheet will be used to calculate the cost of the <br />Water Volume Charge in addition to the charges by St. Paul. The Charge will be updated <br />annually with new Roseville water budget items. The Water Volume Charge shall be charged <br />at the same time and frequency as the Water Service Base Fee. <br />3. Additional Charges <br />Additional charges will be added to the utility bill for Arden Hills hydrants on the unmetered <br />supply area and one-time project costs not covered in the Water Service Base Fee or Water <br />Volume Charge. These include but are not limited to: <br />a) Master Meter costs and distribution system upsizing requested by Arden Hills. <br />b) Costs set forth in Section IX. <br />c) Arden Hills shall pay Roseville $100.00 per year for each fire hydrant in Arden <br />Hills on an unmetered supply. <br />C. The parties agree to review the Charges annually. Costs are pursuant to Section IV(B)1-3. <br />Roseville will provide the final proposed Water Service Base Fee and Water Volume Charges to <br />Arden Hills for the following year by October 1 st before the rates go into effect on January 1 st <br />of the following year. <br />D. Notwithstanding the above, if, whether as a result of such review or otherwise, Roseville or St. <br />Paul changes its retail billing structure in any way, either of its own accord or at the requirement <br />of other governmental entities, Roseville and Arden Hills agree that the Charges will be <br />adjusted. All reasonable effort shall be taken to make sure this adjustment shall not harm Arden <br />Hills by increasing Arden Hill's overall cost or harm Roseville by decreasing the Roseville's <br />overall revenue under the contract. <br />SECTION VII <br />METER READINGS AND BILLING <br />A. Monthly reading of the master meter or meters at the point or points of delivery to Arden Hills <br />shall be made by Roseville on the last working day of the month. <br />B. Arden Hills shall supply a location for a meter pit at each point of connection other than what is <br />covered in Section IX of this contract.
