o <br />-AR�ENHILLS <br />Approved: November 12, 2024 <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />OCTOBER 28, 2024 <br />7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />DRAFT <br />Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City <br />Council meeting at 7:00 p.m. <br />Present: Mayor David Grant, Councilmembers Tom Fabel, Brenda Holden, Tena <br />Monson and Emily Rousseau <br />Absent: None <br />Also present: Interim City Administrator Jessica Jagoe; City Attorney Greta Bjerkness; <br />Public Works Director/City Engineer David Swearingen; Finance Director Joua Yang; <br />City Planning Consultant T.J. Hofer (WSB); and Assistant to the City Administrator/City <br />Clerk Julie Hanson <br />PLEDGE OF ALLEGIANCE <br />1. APPROVAL OF AGENDA <br />Councilmember Monson requested Item 8K be pulled from the Consent Agenda for discussion <br />as Item 9A. <br />Councilmember Holden requested Item 8B be pulled from the Consent Agenda for discussion as <br />Item 9B. <br />MOTION: Councilmember Monson moved and Councilmember Holden seconded a <br />motion to approve the meeting agenda as amended. The motion carried (5-0). <br />2. TCAAP/RICE CREEK COMMONS UPDATE <br />Interim City Administrator Jagoe stated the Joint Development Authority has not met since the <br />last Council meeting. The Energy Advisory Committee met last week and are finalizing a policy <br />recommendation to implement the Green Energy Vision for the November JDA meeting. This <br />recommendation is supported by the analysis described in the Green Energy Presentation that was <br />presented to the JDA at their October 71h meeting as well as the Draft Sustainable Design <br />Guidelines and the initial review of the LEED for Communities scorecard.
