<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />FEBRUARY 14, 2005 <br /> <br />3 <br /> <br />. <br /> <br />Mayor Aplikowski opened the public hearing at 7:53 p.m, <br /> <br />Tom Resha, Eastside Beverage Company-1260 Grey Fox Road, expressed concern about one <br />of the accesses being cut off to the building and the traffic problem this would create on <br />Lexington Avenue, <br /> <br />Bob Pacyga, Eastside Beverage Company owner, expressed concern about access to Snelling <br />and 694. He stated the other options to get the freeway would be difficult and would create a <br />traffic problem as well as a dangerous intersection, He stated he would like to see sidewalks in <br />this area, <br /> <br />Scott Smith, Plan Engineer for International Paper, stated there was no benefit to their <br />business for the frontage road and they were opposed to keeping the frontage road, He indicated <br />he did not see any traffic problems, <br /> <br />Bob Pacyga pointed out Allina had emergency vehicles that might also get caught up in the <br />traffic. <br /> <br />Mayor Aplikowski closed the public hearing at 8:02 p,m. <br /> <br />. <br /> <br />Councilmember Larsou asked how Red Fox Road fell into the mill and overlay instead of the <br />reconstruction, He asked if these roads had been constructed the way they constructed roads <br />today. Mr. Brown replied they were trying to ascertain if they should mill the road and put new <br />asphalt down. He stated right now they had a two inch mill which he was uncertain was <br />sufficient and they might have to mill down farther. <br /> <br />Councilmember Larson asked what warranted the reconstruction of Dunlap Street and not Grey <br />Fox Road, Mr. Brown replied Dunlap Street had no drainage or curb and the other streets had <br />curbs and drainage systems, He stated the streets were not lacking in structural capacity but they <br />did not have the sand sub-base they put in today for drainage. He indicated if they were doing <br />them over, that sub-base would be put in, He stated Grey Fox met width standards and the curb <br />was generally in good shape, <br /> <br />Councilmember Larson asked where the ditch along Highway 51 drained, Mr. Brown replied <br />it went to Valentine and then cut through to Old Highway 10. <br /> <br />Councilmember Larson asked if they could have the drainage go to the MnDOT property <br />instead. Mr. Brown replied they had looked at that, but the land was too high. <br /> <br />Councilmember Larson asked if they could get a feel for how many people would use the <br />sidewalk. Mr. Moore replied they could send out a survey. <br /> <br />. Mayor Aplikowski expressed concern about alternate 4. She stated this was an industrial area <br />and to ask trucks to switch patterns did not make sense, <br />
